Most "motivated seller list" vendors stack different signals. Here's exactly what our default Motivated Seller preset combines.
Default preset: property records where the owner has 50%+ equity AND the property is USPS-flagged vacant. The combination matters — high-equity-alone is 364k records in Fulton County; high-equity + vacant drops to 2,200. Vacancy is the distress narrowing.
Optional add filters via custom preset: pre-foreclosure (NOD/lis pendens), tax-delinquent, inherited (estate transfer), long-tenure ownership (15+ years). Each adds narrowing — stack 3 signals and Fulton may return under 100 records, but every one is materially motivated.
What we don't have: direct seller-intent signals (no "seller said they want to sell" surveys), no MLS expired-listing scrape, no LinkedIn-style behavioral data. Those exist at higher tiers of specialized vendors. We work from county-recorded distress indicators, which is the universally-deployed wholesaler signal stack.

Motivated-seller lists are the wholesaler bread-and-butter, but they also serve flip-and-hold investors, agents looking for off-market listings, and direct-mail services.
The default user. Cash offer at moderate discount to ARV, takes property in 14-21 days. Stack pre-foreclosure on top for the hardest-converting subset.
Vacant + high-equity properties often need cosmetic work the owner can't or won't do. Direct-acquisition pitch lands at moderate discount.
Owner doesn't want MLS showings on a vacant property they don't visit. Listing agent who handles remote sale converts at higher rates than cold neighborhood lists.
Mailing address differs from property in most absentee+vacant records. Direct mail to mailing address bypasses tenant-occupied or vacant-property delivery issues.

Different signal stacks. Motivated-Seller is high-equity + vacant (broader, more volume). Pre-Foreclosure is NOD/lis pendens court filings (narrower, more urgent). Inherited Property is estate-transfer indicators (specialized niche). Many wholesalers run all three and dedupe.
About 70-80% (at least one phone returned per record). Vacant-property owners often have established contact trails because they receive tax bills + utility correspondence at mailing addresses. RPC (right-party contact) on cold dial follows industry baseline ~25%.

Every delivered record has a per-phone DNC flag (Yes/No) baked into the CSV columns. Customer's dialer or CRM filters to DNC=No phones before dialing. Our DNC list is refreshed against the National DNC drop monthly.
